At present, our country has entered a stage of rapid development of the aging population, in the implementation of family planning, only children under the special background, China's population is aging more particularity and complexity, mainly to accompany the son of aging, elderly sick, empty nest elderly, empty nest alone characteristics. Compared to urban areas, rural social pension service system is not perfect, service and product supply shortage, pension service nursing staff professional level is low, the old people's social services and protection and rescue system is not perfect. the problem of aging has brought a more serious challenge to rural social governance. In order to meet this challenge, the government purchase pension service has become an important strategic choice for governments at all levels. Therefore, it has important guiding significance and theoretical value to carry out the government purchase of rural pension service research.This paper introduces the research background and significance of government purchase pension services, and summarizes the relevant literature on government purchase pension services, explains the basic meaning and theoretical basis of government function transfer, government purchase services, pension services and other related concepts, and analyzes the practical conditions of the implementation of government purchase pension services, summarizes the current main practice, focusing on the main issues from the main, the purchase, service and other aspects of the main issues of Wenzhou.
