The Research Of Existence Of The Problem And Countermeasure About Mianyang Municipal Government Purchase Public Services

Government purchase of public service is a new thing,it opens up a new way for the government to provide public services,and promotes the improvement of the level of the government's public service.This work has played a positive role in promoting the transformation of government functions,raising the level of public service,fostering the development of social organizations and so on.Affected by the regional economic,social and cultural development,the level of the local government to buy public service is slightly different.At present,such as Beijing,Shanghai,Guangzhou,Shenzhen and other first,second tier cities have formed a set of more scientific system.But on the overall situation,there are a lot of local governments have just started this work.This study will focus on the latter,namely:the Mianyang municipal government to buy public service as the research object,just in the full implementation of the purchase of public services to the local government work status and problems.Research on new public service,new public management,public service supply,and government performance theory as the research foundation.Research shows that the Mianyang City Government in the purchase of public service,being public service capacity is not strong,the purchase process is not standardized,the development of social organization is not balanced,and points out the reasons of these problems lies in:behind the transformation of government functions,imperfect laws,regulations and policies,operation mechanism is not perfect,the supervision mechanism is not perfect and so.In order to solve the related problems,summed up the British government,the German government,the Japanese government and other foreign related experience,as well as Shanghai,Shenzhen,HK and other parts of the country's relevant experience.According to the revelation and study found the problems and reasons are given for specific measures,namely:Change the work idea,promote Mianyang city public service supply capacity;optimal operation mode,repair purchase loopholes;improve the supervision mechanism,to curb corruption;public service technology combined with the characteristics of science and Technology City purchase etc..This research thought:local government purchase of public services,contribute to the harmonious development of the local society in our country.And buy in order to ensure local government public service rapid development,you need to set up scientific work idea,construct a scientific operation model,and establishing and perfecting the supervision mechanism,in order to ensure the work of normalization.Through this research,hoping to Mianyang city government,and its similar regions,in improving the purchase of public services to contribute slightly effect problem.
