Study On Structural Reform Of Delayering Of Government Affairs In Hebei Province

It has been an important way to deepen the reform of administrative system in our country to reduce administrative levels,realize the flattening of government affairs and improve administrative efficiency.In 2005,Hebei Province expanded the administrative authority of some counties(cities)and implemented the "Provincial Finance ruled Counties" in 2009 to further improve administrative efficiency.In May 2013,Dingzhou and Xinji were set up as the first batch of "provincial directly administering counties" pilot areas,liberalizing the economic and social management authority of the two places,with the same level as the prefectures.Before that,Zhejiang,Hainan,Guangzhou and other provinces have carried out similar reform practices..To a certain extent,the practice of many places shows that the above model has played a positive role in promoting the high-quality development of county economy,but in the practice of different regions,it also exposes some practical problems that need to be further optimized,such as the increasing scope of Provincial Department management,the increasing pressure,multi-head management and the tense establishment.Based on this background,this paper chooses Hebei Province government flat reform to carry on the research,which has certain theoretical value and practical significance.This paper comprehensively uses the methods of literature research,comparative analysis and qualitative and quantitative comprehensive analysis to sort out the practice of flattening government affairs in Hebei Province in recent years,and to analyze the current situation,effectiveness and shortcomings of the reform.By comparing the practices and advantages of flattening government affairs in other provinces,this paper carries out "directly administering County by financial province","expanding power and strengthening county" and "directly administering County by provincial government" in Hebei Province.The theoretical basis and practical significance of the reform of the county management system are demonstrated.Based on the above research,this paper puts forward some solutions to the problems existing in the process of the reform of the flat system of government affairs in Hebei Province.
