A Study Of Government Regulation Of Network Social Groups Governance In China

With the advent of the Internet era,China's network social groups have been booming in all areas of social life and playing an important role.Network social groups expanded the citizen's activity space,extended the civil activity form,eliminated geographical and identity restriction,the advantages that being close to grassroots,fast aggregation and transmission speed,wide scope of influence fully reflected.However,because the development of network social groups is still in its infancy,thus showing a lot of uncertainty,which have caused many difficulties for the governance of network social groups.As the network social groups have natural features of virtuality,staff mobility,and so on,and these characteristics can't be overcome by themselves,then some things like unclear donations use,low credibility,people have blind faith in online opinion authority,public opinion is out of control even be took advantage by anti-government forces happened.so the government has to strengthen regulation on network social groups and promote their sustainable development as the most important external governance body.The paper would mainly use literature research,comparison research,case studies and interdisciplinary research methods,trying to define the concept of network social group,and based on current situation of government regulation in network social groups governance,analyze deep reasons,and then refer to the methods of foreign government governance of network social groups,combined network social groups reality in C hina,finally put forward specific and practical optimization path of government regulation.In this paper,the study found that there are some main problems about the government regulation of network social groups governance in China : government regulatory agencies are fuzzy,government regulation objects are not clear,the lack of government regulation means,government pays attention to afterwards regulation instead of beforehand and ongoing regulation.And causes of regulation dilemma mainly include: the contradiction between too many relative laws and the lack of special laws,the contradiction between too many relative departments and the lack of full-time regulatory departments,the contradiction between fast-growing network social groups and backward supply of government resources.Foreign government regulation modes of online communities are classified into 4 categories roughly,the United States—government regulation is dominating and industry self-discipline is auxiliary,British — industry self-discipline is dominating and government regulation is auxiliary,France—multiple regulation,and East Asia — powerful government regulation.The enlightenments of their government regulation on network community for us mainly include perfect legal system,perfect self-discipline,expedite public scrutiny channel,and developing the Internet technology.This paper put forward proposals from 3 levels,including: perfect the relevant laws and industry self-discipline,build inter-departmental coordination system to adjust the relations of internal government,strengthen the corporate social responsibility of internet enterprises in order to promote government—enterprise contact,strengthen cooperation with social organizations to change government—society relations,using respectively the latest information retrieval,information sharing,information security technology to innovate public supervision,information disclosure,security mechanism,and guide the network groups informationization construction to innovate their internal management mechanism.
