A Study On Rural Social Governance From The Perspective Of Social Quality

Rural social governance is the foundation of the entire national social governance,and the essential part of the comprehensive and source governance.Since reform and opening-up,the comprehensive strength of China has been enhanced greatly,with remarkable economic development.Meanwhile,a series of social problems such as the imbalanced urban-rural development have appeared in China.Especially,under the new situation of comprehensively deepening reform,the existence of old and new issues in rural society restricts the prosperity of rural economy and social harmony and stability,and hinders the modernization process of rural social governance.Therefore,there is an urgent need to guide the development of rural social governance with scientific theoretical paradigms and evaluation system.“Sociality”,the core of social quality theory,highlights the dialectical relation between human and society.Its pursuit of the well-being of social members is consistent with the essential requirement for“human-oriented” scientific outlook on development.As a new theoretical paradigm,the value of social quality theory in rural social governance is reflected not only in its function as a theoretical support but also in its role as analysis and guidance tools,in virtue of its four-dimension evaluation index(social economic security,social cohesion,social inclusion and social empowerment).To explore rural social governance from the perspective of social quality,social quality problems in rural social governance should be figured out first,based on which the causes of those problems will be analyzed.By analyzing the current literature and data on social rural governance,this research summarizes several main social quality issues in the rural social governance of our country,including deficiency of people's livelihood,rapid deterioration of identity crisis,common phenomenon of social exclusion and theinadequate capacity of autonomy in rural society.Rural social quality issues bring a restriction not only to the realization of individual value of the rural masses,but also to the improvement of social welfare in rural society.As for the reasons,it's worth noting that rural social policy is not well designed and implemented;the policy transmission(uploading and releasing)efficiency is not high;the value system is unregulated with low level of public participation;rural public face serious constraints in cultural quality and participation capacity.Rural social governance is a comprehensive process involving many different aspects such as politics,economy,culture and ideological level.The four-dimension evaluation index might provide a new breakthrough for the innovation and improvement of rural social governance.The coordinate individual development and social progress in rural society according to social quality evaluation system,which is based on the four dimensions of conditional factors of social quality theory.Methods are summarized as following.Advancing development of people's livelihood to ensure economy safety of rural society;enhancing social solidarity and social trust to promote rural social cohesion;calling for social equality and harmony to promote the social inclusion development;and raising rural public awareness by strengthen empowerment in rural society.Those feasible approaches might play a positive role in promoting the modernization process of rural social governance in our country.
