In11th,2012, the Communist Party of China held the eighteen, thecongress emphasized that we should safeguard and improve people’s livelihood and strengthen socialconstruction.In our country, rural people takes a large part of the country, the rural social governance problems arethe important parts, as it relates to the economy development. After reforming and opening up, the ruralsocial governance in our country made great progress, that the peasants in the village could governthemselves, which not only pushed forward the development of the fundamental and democratic politicsgreatly, but also brought out deep influence on the development of democratic politics and the reform ofpolitical institutions. But with the development of the society, there also appeared some problems in socialgovernance, the rural social governance gradually into a dilemma., for example, the transform of thegovernment function was slowly and it was not sufficient about public goods for the people in rural,problems about villagers govern themselves. The reasons why these problems produced are kinds ofdifferent, including political factors、economic factors and cultural factors. The rural social governance atthe present stage，under the new circumstances must innovate the realization form, for example improvethe contradiction between the township of government and village government，and transform the rural government function，foster different subject of multiple services, then transform the pressure systembetween counties and townships, establish a new democratic system of cooperation，so as to adjust therelationship between the correct specification for counties and townships, and we should improve the ruralpublic service system to speed up the transfer payment of economic，then the new type peasantorganization can share some burden of government. We can build a good system to improve the standard ofpeasants’ health, strengthen the government’s responsibility, the government should construct the socialsecurity system that could provide timely effective service for the populace; at the same time, thegovernment should pay attention to the development of rural culture undertakings, and improve thevillagers’ cultural quality and cultivate, then improve the social management, andimprove the system of social management at the primary，to ensure the safety of life and property of thepeople.By improving the way to rural social governance, it is not only beneficial to the development of theagriculture, but also it’s more useful to speed up the implementation of the comprehensive constructionwell-off society goal.
