Construction of rural grassroots organizations and social management is an important part to promote modernization of national governance system and capacity, which occupies a pivotal position in relation to the governance foundation of our party in rural areas. The social management innovation issues proposed in 18 th National Congress of Communist Party of China means a major adjustment of the country governance way. Social governance is also a kind of management, but there are significant differences with the traditional public administration. Traditional management is a one-way relationship between subjects and objects; while social governance is to emphasize the diversity of governance subjects and the there is a multidimensional equal consultation relationship between all subjects. This trend of governance subject diversification is bound to bring great challenges to the leadership of grass-roots organizations in rural areas. Therefore, how to strengthen the rural grassroots organizations and propose innovative management model for rural grass-roots society is the top priority for "three rural" issues. Key solutions to solve the governance problems of rural grassroots community include: strengthen self-construction, adjust the governance style, comply with the development trend of diversification of rural governance, and become the leading force of the innovative rural grass-roots management model. Hubei is a major agricultural province, but the rural development is extremely uneven. In this paper, the rural areas in Hubei is divided into four types including “urbanization type”, “collective economy type”, “land transfer type”, and “traditional type”, according to the socio-economic development level and features in these rural areas. Meanwhile, the above four types of rural areas are divided into two categories: those with strong governance capacity and weak governance capacity, according to their rural grass-roots governance status. The governanceproblems and their reasons in these two categories of areas are discussed and analyzed. Then several specific strategies with respect to the construction of new rural grass-roots governance model are proposed.
