Study On The Problems And Countermeasures Of Charity's Participation In Medical Assistance

Medical assistance is an important part of the multi-level medical security system,It is the last line of defense to protect the right to health and life of the community members,it is an important means to resist the risk of disease,help the poor get rid of poverty and solve the vicious cycle of poverty,it is the duty of the government to play a leading role in the social system.Since the reform and opening up in the past 40 years,with the deepening of the reform of political,economic and social system,as a kind of supplementary safeguard mechanism,the philanthropy develops rapidly,more and more charitable resources into the field of medical assistance.Charitable medical assistance to a certain extent,effectively meet the medical needs of poor groups,make up for the lack of government medical assistance,improve the level of social medical assistance,become an important thrust to maintain social stability and promote social development.But there are also some problems in the charity involved in medical assistance,in order to further sound the multi-level medical security system,improve the new social security system,so that to adjust the gap between the rich and the poor,promotesocial harmony and realize the fruits of social development.It is necessary to carry out this research.This study is based on the idea of finding problems,analyzing problems and solving problems,proceeding from reality,this study adopts the method of literature research and empirical research.Using the theory of government failure and welfare pluralism to analyze the necessity of charity participation in medical assistance.Based on the empirical data and interviews,this study analyzes the current situation of Changsha's charitable organizations participating in medical assistance from the aspects of the practice of medical assistance,the investment of funds and the benefit of the relief objects.On this basis,it analyzes the problems of charity participation in medical assistance,including the scale of the organization,raising funds,human resources and relief mechanisms etc.Furthermore,it discusses the causes of the problems from two aspects: the institution itself and the external environmental factors.Finally,the author puts forward some suggestions on how to improve the charitable organizations' participation in medical assistance,such as making clear the orientation of government functions,strengthening the building of the institutions themselves,constructing the multi-layer supervision system,and enhancing the awareness of civic charity.
