Countermeasure Research On New Media In The Basic Public Service Field

The rapid development of information technology brings the mobile Internet high-speed development period.Under such context,new media such as micro-blog,we-chat and application are changing the way information being communicated as well as the lifestyle of human beings.Different basic public service sectors and units are developing e-governance through new media,actively participating in the activity of “Internet +” and constructing a service-oriented government.Currently,“micro-blog,we-chat and application” have become the important service channel for basic public service sectors and units and they have been working their important functions in terms of service information publishing,cyberspace public opinion management and control,online communication and interaction and service mode innovation.However,in the actual operation,they have also the drawbacks such as low initiative,vague function positioning,weak interaction,insufficient function of services and incompetence of operation of new media.Taking W water supply company as an example,this paper analyzes deeply the current situation of water supply service of the company.Centering on the analysis of the operational and management situation of the official micro-blog of W water supply company,taking the method of questionnaire survey,the attention degree,interaction situation,content setting and the demand of the public are surveyed to further identify the reasons behind the existing problems.The reasons giving rise to the problems are analyzed,which mainly include starting passively the micro-blog in response to the advocacy of the superior,vague content positioning,incomplete management system,insufficient staff investment,weak management mechanism and so on.On this basis,suggestions and counter-measurements to strengthen the new media construction of basic public service are proposed by combining the advanced experiences abroad: firstly,improve the top-level design of the plan;secondly,explicitly define the positioning;thirdly,strengthen the construction of management group and fourthly,complete the constructions of laws and regulation,linkage mechanism,O2 O mechanism and security mechanism.
