Research Of The Problems In The Basic Public Service Of Wuhai City

As the continual advance of Wuhai city’s economy, demands on public service of urban and rural residents entered in a rapid developing stage, which claims new requirements for public service capacity of Wuhai government. The contradiction between government’s weak public service and the increasing demands on social public service has been an obstacle to the development of society. Therefore, it is important to research the method of improving the government’s public service to meet the demands of all citizens, and this research must based on the status of the public service of Wuhai city.The introduction mainly focusd on the background of this thesis and the significance of this study. Moreover, reviewed different articles from China and other countried about public service, and defined the core concept of this thesis. Meanwhile, the introduction also explained the research methods and writing framework.Firstly, this thesis assessed the status of basic public service based on the real situation of Wuhai city. The result indicates many problems, include the low service supply level, the single supply subject and the unbalanced distribution of service between urban and rural residents et al. Secondly, this thesis analyzed the reasons of these problems through three aspects. The reasons for those problems were the weak consciousness of public service, the incompleted system of public finance and the absence way of service demanding by farmers. Thirdly, through aspects of primary education, public health and social security, we give suggestion to Wuhai government to improve its basic public service.At last, I believe that Wuhai government should change its opinion on the basic public service, leaern from the eastern areas, innovate the methods of basic public service and give the highest priority to the effenciency of service supply. According to the problems of Wuhai public service and their reasons, we believe Wuhai government should improve its basic public service ability though financial system, supply subject, method of demanding and performance appraisal system. Through the research of the basic public service of Wuhai city, aim to provide instructive enlightenment and reference for Wuhai city to improve their basic public service.
