Study On The Impact Of Japan's New Security Legislation In The Process Of East Asian Integration

The theory of integration has always been one of the focuses of the study of international relations scholars,the earliest integration is in Europe,with many theoretical schools such as federalism,functionalism,neo-functionalism,intergovernmentalism and many other theories.As one of the world's economically active areas,The regional economic cooperation of East Asia is becoming more and more closely.The process of East Asian integration has made progress,and some achievements have been made in economic and trade cooperation,security cooperation and mechanism construction.However,There are many structural impediments during the integration process.As an influential country in the process of East Asian integration,Japan has proposed "East Asian Community Imagination" by Hatoyama Yukio,then Prime Minister in 2009,and by 2016,under the strong promotion of the Abe government,Japan's new security legislation began to be formally implemented,put forward and redefine the "survival crisis" and "important impact on the situation",and it has been possible to send the Japan's Self-Defense Forces overseas,which has guaranteed the right of the Japan's Self-Defense Forces to exercise the right of collective self-defense,expressed condition of aiding allies and arming attack hostile countries and strengthened the integration of Japan-US military.Japan's peace constitution Article 9 was completely overhead,and Japan's defence security policy has been subverted.As a result,the surrounding East Asian countries expressed their attitude,including China and South Korea expressed strong dissatisfaction,the Philippines clearly expressed support and welcome,most other Southeast Asian countries remain silent.After the implementation of the Japan's new security legislation,the Abe government intensified the security dilemma in East Asia,resulting in tensions between countries in East Asia and slowing economic cooperation.The future of East Asia integration must be a process from the economic(free trade zone)to the political,security and other areas of the process of diffusion.Promoting the Economic Integration of East Asian with RCEP and establishing the crisis management mechanism in East Asia.This article is divided into four parts.The first part is the theory elaboration,the concept definition and the present situation analysis,including the theoretical exposition of functionalism and neo-functionalism,concept definition of "East Asia" and "East Asia integration" and the situation analysis of East Asian integration.The second part analyzes the changes of the Japan's new security legislation,the changes in Japan's foreign strategy and the attitude of the East Asian countries.The third part analyzes the influences of the Japan's new security legislation on East Asian integration from security,political and economic perspective.The fourth part puts forward the countermeasures to promote East Asia integration through RCEP and crisis management.
