Study On The Privatization Of Rural Public Service In Heilongjiang Province

The "three rural issues" has always been related to the overall development of the party and the state,and is one of the most important links in the implementation of the "two hundred year plan".With the development of rural economy and society in China,the contradiction between the increasing demand for public services and the strain of resources provided by the government has become increasingly prominent.As a big agricultural province,Heilongjiang has a population of 15 million 705 thousand people,accounting for 41.2% of the province's population.Therefore,maintaining the sustainable development of rural areas is the most important task of Heilongjiang province.Strong support for the sustainable development of the rural cannot do without public services in rural areas,rural residents to provide quality and convenient public services is one of the basic functions of the government of Heilongjiang Province,but in reality,the rural public service by the government of Heilongjiang province to provide the only part of the incomplete,most can not satisfy the demand of rural residents therefore,the rural public service level is restricting the development of rural high effective.The government cannot improve the public service situation,the implementation of the privatization of public services in rural areas is particularly important,the privatization of public services in rural areas is conducive not only to reduce the government in the administrative,financial,human and other aspects of the pressure,and can stimulate individuals,enterprises,social organizations,the third sector competition consciousness,improve the efficiency of rural public service and the total supply,thereby reducing the cost of public services,to meet the farmers' material and spiritual needs,improve and gain a sense of happiness index of farmers,is of great significance to promote stability,harmony and development in rural areas.However,these problems of weak current laws and regulations are not perfect,the abuse of power problems,between the government and enterprises of third party development has seriously restricted the healthy development of Heilongjiang province rural public service privatization.Therefore,it is an important content of the work of the government of Heilongjiang province to deeply study the problems existing in the process of privatization of rural public services in Heilongjiang and to put forward corresponding countermeasures.This paper is based on the rural areas of Heilongjiang Province,the combination of theory and practice,study the experience of social public service system at home and abroad,to put forward some constructive policy and suggestions to further improve the system of public services in rural areas in Heilongjiang Province,aimed at the problems of rural public service in Heilongjiang province put forward new approaches,to look forward to a bit better to solve the livelihood problems of rural residents in Heilongjiang province to contribute their strength.In this paper,we will make a concrete analysis of Heilongjiang Province,so we will require higher precise and detailed data.But now the research on social public service is more concentrated in the city,the research on rural areas is relatively scarce,and the research materials of rural public service in Heilongjiang are more deficient.This paper obtains the first-hand data about the rural situation in Heilongjiang province through field investigation,and through the related staff to understand the situation,and on this basis,the framework of this paper is constructed.Find out the background and significance of rural public service privatization reform research,and adopts the method of combining theory and practice analysis,combined with the specific circumstances of Heilongjiang Province,the analysis of the current Heilongjiang Province in rural public service privatization process in effect and shortcomings.Finally,according to the factor analysis results are summarized,and put forward a set of suitable for Heilongjiang province to promote the privatization of public services in rural areas and corresponding countermeasures in order to find a feasible mode,the privatization of public services in rural areas in line with the actual situation of Heilongjiang province practice road.
