Anti-Privatization Of Foreign Public Service And Its Enlightenment

Since the emergence,privatization has aroused great controversy that its success and failure has caused widespread concern in the academic world.As one of the means of government social governance,privatization quickly swept global politics in Shanghai after the rise of Britain and America in the 80 th century,regardless of Western developed countries or Latin America and Asia,even African countries quickly began to do private reform in order to change government's financial retrenchment,overstaffing in organizations and low efficiency of public service supply,as well as break state-owned enterprises' low economic efficiency.However,the results do not become as what new public management theory and new public select theory.In the condition of changing the current situation of the government,privation brings a series of challenges to the Government,causing a decline in the credibility of the Government and the distrust of the community,leading to the outsourcing of public services against the privatization.But counter-privatization does not mean complete failure of privatization,but the perfection of private development path is the reconsideration of public value,democracy,as well as the relation between Government and market.This paper will analyze the current situation of counter-privatization in foreign countries,and find the characteristics of the development of anti-privatization..At the same time,discusses the causes of the counter-privatization from the perspectives of the government,society,enterprises and the public.Finding a new path for privatization,which requires the government to strive to enhance their purchasing and management capabilities to become savvy buyers,establish empowering government,change the ideology,re-position the relationship between government and the market,take interactive governance and civil society governance,and implement active and prudent privatization.
