Research On The Developmental Pattern And Reform Path Of Administrative Divisions In Hefei

With the continuous development of society,in order to meet the needs of the development of urbanization,urban administrative divisions to face constant adjustment.The reform of administrative divisions has become an important issue.From the current development trend,the main problem is the development of modern society,has greatly changed the basic state of the economy,as the administrative system of the superstructure,gradually highlights the management system has been gradually unable to meet the needs of economic infrastructure,from this point of view,the author the reform and development of the administrative division of Hefei city as an example,considering that Hefei is the capital city of Anhui Province,as a strategic city of rise of central China,combined with the actual situation of the economic development of Hefei City,close to determine fertilizer city development of rationality and innovation are discussed,and to find a suitable regionalization of Hefei city management reform model is discussed.On the basis of extensive literature review,combined with the actual economic development of Hefei,this paper forms a unique theoretical system of administrative development.First,on the basis of a wide range of domestic and foreign administrative divisions on the reform of governance programs,to determine the theoretical basis and principles of this study involved.Combing the general history of the domestic administrative division system reform,this paper summarizes the shortcomings in the reform and adjustment of administrative divisions,and determines the direction of this paper.Second,based on the present status of administrative reform and economy of Hefei city as the research object,discusses the recent city administrative divisions reform for Hefei county economic development promotion from districts and counties of Hefei's GDP,number of rural labor,rural labor resources and population changes of agricultural GDP and industrial production difference.And using principal component analysis method,the comprehensive evaluation of 9counties will each county of GDP,the local fiscal revenue,fixed assets investment,the average wage of workers,social consumer goods a total of over 11 social and economic evaluation index of Hefei city under the jurisdiction of the analysis,through the comparison of the scores,seen in the total economy index the ranking shows that the economic development of Feixi County,Lujiang County,Baohe district and Feidong county is relatively good,but from the level of economic factor scores in good condition are Feidong County,Baohe district and Feixi county.Third,in order to give full play to the leading role of Hefei city urbanization,maximize the promotion of its economic development speed,made 4 kinds of city administrative managementreform plan for the city of Hefei,and using the improved fuzzy comprehensive evaluation AHP model to 4 kind of reform plan for comprehensive evaluation based on the analysis to 9 the evaluation index of administrative efficiency,the cost of reform,regional public affairs,political democracy and public participation,and the interests of the residents,the implementation of the national strategy,laws and regulations system,supporting facilities,the mechanism of economic and social development level respectively as a reference,by comparing the analysis results,the implementation of city management administrative division of city governing county system is suitable for Hefei city.Fourth,review second and third part of the combination,and with reference to domestic and foreign developed metropolis administrative management mode,in-depth analysis of the development of city reform process in Washington and London,Toronto and other foreign cities,the difficulties and problems encountered in the development,at the same time to absorb the successful experience of reform and development,in addition,the actual development according to China's Chongqing,Shanghai,Guangzhou and other municipalities,summed up Hefei city as the capital of the city center next to the direction of deepening reform,combined with their own actual situation of a certain adjustment.And according to the above research,put forward some problems during the process of development and Reform in Hefei City,the high step by step,strengthen the organization and management,according to local conditions,division reform and economic development in the principle of combining Hefei city should follow in the next step in the reform,in order to enhance the comprehensive strength of Hefei City,provide a good idea to play a leading role in the center of the city.
