The Research Onthe Creativity On Governance Mechanism Of The Government In The Great Data Era

In the recent twenty years,the development of informational technologies include computer,the Internet and sensor has exert a great influence on modern way of live and social organization.Human society is heading into The Age of Great Data which embraces the idea that everything can be digitization.The governance mechanism of China's existing government is facing the impact exerted by“governance digitalization” with the exposing of various defects.How to apply the great data to the government is the urgent task facing the reform and innovation of our government's governance mechanism.In view of the above problems,this paper is divided into four parts to discuss.The first part is the introduction,in which the study background and significance were summarized,and the study perspective is determined.Then,based on the analysis of domestic and foreign studies,this part puts forward the research methods and theoretical tools of the whole paper,and explains the innovation and deficiency of this paper.In the second part,the influence on the government by the emergence of the great data is described.Three positive effects include the reshaping of governance system and ability,the government form and the governance structure accompanied.The third part states the problem facing by the governance system in the time of great data.This part summarizes the governance process of the government as five steps: the orientation,assessment and forecasting,the decision,the implementation and monitoring and feedback.And then describes in detail the existing government governance mechanism in the five procedures in the face of various problems,and use of large data concepts and technology,government governance mechanism for each of the problems in its reform and innovation feasibility of the argument.And in the last part,the choice pace of perfecting and innovating the governance mechanism of the government under the background of great data is described.For the sake of certain problems mentioned above,this paper puts forward the corresponding path selection from the technical basis,the operation mechanism and the concept change.Technical basis should be set up hierarchical data platform to build the government under the auspices of the overall collaboration mechanism;operational mechanism should use the "pan-integration" mechanism to build a systematic linkage of governance model;the concept of change should develop a responsive mechanism,so that to built a service government.
