Study On Mechanism Of Chinese Government Information Sharing Under The Era Of Big Data

It was an applied research based on the big-data,and a cross-over study based on public policy & public governance,statistics and electronic government.To find a approximate way to serve for the governmental information sharing,construction of service government,improving of efficiency & output of effectiveness of public administration.The concept of Government Information Sharing was to share the information,which come from the process of administrative power,exerting of function of public administration,organization itself,to organizations or citizen based on maintaining of social order,life conditions & developing inquirement of individual.Its mechanism was comprised by ideas level,instruction level and operation level.Government information sharing was the essential inquirement to eliminate the “Information Islands”,and the interior needs for construction of Electronic Government.And the era of big data took the transitions of macro-background & micro-instrument,so the study of mechanism of government information sharing of China under the era of was feasible,and from the characters of the era of big data,basing on information,pathway of sharing,supporting of mechanism,these were the best way to construct the service oriented government and accomplish the mission of good governance.There were three phases of government information sharing in China,such as phase of beginning,phase of transition,phase of new.In the process,its performances were apparent in policies and regulations,construction of platform and lacal practice.However,some problems were such as non-consensus,lagging of platform,exiting of potential risk,emerging of hazards.The reasons to cause these problems were such as fighting for benefit,divergence of standards,supervision vacancy and weak consciousness for civil servants.The overseas practice showed that these experiences of US,UK and Singapore must be referenced,such as taking the idea of “Intellegence Nation” as the basis of public affairs,supporting of institution designing,guarantee of talents of big data & special funds,restricting of laws & regulations.And these countermeasures were the essential and effective for mechanism of government information sharing.The era of big data sharing the government information was a systems engineering,and its mechanism construction idea was the guide,the embodiment of the function and the foundation of the play.If the information was Shared this issue was a route in the cars on the roads,public utilities manerament concept of self development would be a dynamic system,the idea of self-regulation control system,the two together to ensure the rapid advance and healthy development of the subject.The concept function,and function played in depends on the structural design of science,thus laid a research foundation for the fifth part.Its design of construction must begin from three steps,first was designning of top-level,second was foundation of information,third was construction of platform,and projecting of blueprint.Designning of top-level must be from three logical aspects,such as meeting the presupposition conditions,performing the basic priciples and tissuing the age's idea.The foundation of information based on the sampling.The methords were Flow Data and Imbalance Sample Classification,and the countermeasures were Min-Max-Normalization,Standardization,Decimal Scaling Normalization and Discretization of Numeric Data.Information platform construction of multimedia animation animation information and tools as the main display,and more as a means of sharing platform matching;Blueprint was "one network" platform,"'one ID' electronic certification mechanism of sharing mutual recognition" and “one ID”"one window" to deal with the government affairs service system of "in the integration of" trinity one "type information sharing business architecture.For government information sharing practices under the conditions of the era of big data,the concept is the premise,the structure design is the foundation,orderly operation is the key,the trinity unification on the basis of mechanism.How to ensure the orderly operation of this key,there may be three approach: one is the incentive path,2 it is restricting the path,3 it is safeguard path,three different division of labor,incentive to arouse the enthusiasm of Shared subject,ordering constraints to ensure Shared activities and standardization,and security management activities is dedicated to provide you with material and spiritual conditions,and guaranteed for systematic operation of sharing mechanisms entirely.
