Research On The Cohesion Of Rural Social Assistance And The New Rural Cooperative Medical System

The fifth plenary session of the party's 18 points out,we need to adhere to the concept of Shared development,pay attention to the interests of the people first,ensure and improve people's livelihood,build a more fair and more sustainable social security system,solve the most direct and realistic problems that people most concerned about.As the two important legal systems of China's social security legal system,rural social assistance and the new rural cooperative medical system is the guarantee to ensure people who get sickness can be treated.In practice,however,the two systems are split,which causes many practical problems,results in the lack of guarantee for the basic rights of rural poor people.Practice indicates that in order to make medical treatment object gets maximum function,one of the ways is to promote the cohesion of rural social relief and rural cooperative medical system.The effective cohesion of the two systems is of great significance to strengthen the welfare of rural people,promote the achievement of ruled by law and realize the harmony of the countryside.Although the "interim regulation for social relief" clears that the social assistance system should achieve the cohesion with other social security systems,but there still exist many problems in the reality of rural social assistance system and rural cooperative medical care system.Because of the difference of their legal nature and function,in the process of the cohesion,there still problems such as the vague of management level,the in-comprehensive of the objects,the lag of relief mechanism and the inefficient operation.To solve these problems,we should take the two systems' development as the breakthrough point,on the basis of the analysis of the foundation and possibility in the cohesion of the two systems,expands the coverage of the relief for disadvantaged groups,lower the barriers in the design of the systems,set up the sharing mechanism of the management information,strengthen the regulation of medical services by the supplier,build the ‘advanced' payment mechanism and improve the accumulation of the fund,by doing so,we could realize the reasonable design for the cohesion of the two legal systems.
