Salaries of civil servants has always been a very sensitive topic,When it comes to civil servants wage reform,just as a stone stir up thousand waves.The reform of the civil servants wage system at the county level regulates the basic wage and tries out the salaries for the rank of parallel system.But the local benefits,performance appraisal bonus,accounted for the main part of civil servants wages,present uneven state,lack of systematic and comprehensiveness.Rank parallel process also exist many problems,such as lack of perfect civil servants classification management system and evaluation system,no reasonable deal with the treatment of public officers and so on.So civil service wage reform makes little effect.The thesis takes the present situation of Dong'an county civil servants' wage as a specific example,according to the problems existing in the current salary system,analyzing the causes of civil servants' wage system reform.Then try to propose opinions and Suggestions,in order to make a more perfect civil servants' pay system.The thesis consists of five chapters.The first chapter is introduction,including the research purpose and research status at home and abroad.The second chapter is concept theory part.The third chapter is the focus of this article,which is divided into three parts.This chapter describes the history of the reform of the pay system,the reform of civil service pay in Dong'an,and a series of problems existing in the reform.The fourth chapter analyses the four reasons of t cultural factor,economic factor,legal factor,organizational structure and so on.The fifth chapter,according to the problems existing in the current civil servant salary system at the county level,put forward to the corresponding reform Suggestions.
