For a long time, China’s civil service promotion is applicable to duties as the sole measure of the "single-track system." The system plays in a historical context specific conditions a positive role, but also led to the development of the space agency specifications defining county junior civil servants, ranks only with job promotion and advancement, low wages of junior civil servants, ordinary civil servants leadership positions and a big gap between allowances and subsidies and other issues.
