Study On The Problems And Countermeasures Of The Government Purchasing The Home Aged Care Service

Since 90 s,with the improvement of the conditions and the improvement of the economic level,the service system for the aged in China has made great progress,and the service system for the aged has gradually been socialized,institutionalized and scientific.But with the aging population in China is more and more serious,transformation,industrialization and city to accelerate the upgrading of social class,social organization,social structure,social contradictions have undergone profound changes,the emergence of new situations and new problems and new contradictions,the pension issue has become a major issue in modern society.In the face of the pension problem,rising in recent years,China’s local governments through continuous practice and exploration,Ministry of Civil Affairs has carried out pilot work in the coastal area,to solve the pension problem by the government to buy a way of home-based care services,has achieved initial results.Government purchase home pension services to the implementation of this policy,improve the ability of social old-age security,improve the lives of the elderly,has a very important theoretical and practical significance for the building of a harmonious society.The government purchase of home-based care services,is the effective way to solve the current situation,and study the aging society under the background of pension services,to promote the healthy development of economy and society and social stability has played a positive role.But the government purchase of home-based care services as the birth of a new thing,at present in our country is still in the new period of exploration stage,the home service still exist many problems,such as the service object is not accurate,the lack of third party service providers,service quality is not high,low social awareness of the government,inadequate funding,these problems need to we in theory and practice to study and solve and improve continuously.The variability and instability of the practice of home aged care service show new features with the development of the times.It is necessary to continue to explore the combination of the theory and practice of home aged care services.Starting from the case of X County of Y Province,this paper analyzes the characteristics,existing problems and causes of the home aged care service,and puts forward some corresponding countermeasures.
