The government’s purchase of home-based care service for the aged is practically significant for promoting the transition of government functions, constructing public service-oriented government, increasing the utilizing efficiency of public finance, improving the living conditions of aged and promoting the construction of a harmonious society.In the year of2007, pilot work of home-based care service for the aged had been placed in some communities in Fuzhou. Fuzhou government announced the document of Suggestion on Work Carrying out of Home-based Care Service for the Aged and promoted home-based care service for the aged step by step. Particularly, purchase of government also had been written in the document. It is a landmark of the officially carrying out of government’s purchase policy of public service of home-based care. Currently, the basic institutional framework of government’s purchase of public service of home-based care had been formed through the practice in these years.The thesis took Fuzhou as an example, tried to conclude the current situation of the government’s purchase of public service of home-based care system and analyzed the system deficiencies and gave the suggestion for perfecting the government’s purchase of public service of home-based care in Fuzhou.The thesis introduced the background and the motivation of the announcement of government’s purchase policy of public service of home-based care, then introduced the evolution and development of the policy, and according to that, the thesis expounded the institutional arrangement of Fuzhou government’s purchase of public service of home-based care. The thesis held the opinion that the policy achieved lots of results in settling the problems of aging care service, but the needs of the whole city old people can not be met. Therefore, the thesis carried out the system deficiencies in policies and laws, the producer and supplier of home-based care service, the content of home-based care service and supervisory mechanism of home-based care service. In the end the thesis gave specific suggestions and advises for perfecting the government’s purchase of public service of home-based care in Fuzhou.
