Research On The Corruption Of Village Officials In Urban And Rural Areas

The village as an intermediary party and government to establish contact with the majority of the villagers,playing the dual role of managers and agents in the process of building a new socialist countryside.But with the city to accelerate the process of gradually,the combination of urban and rural village official corruption problem has become increasingly prominent,resulting in the majority of the vital interests of the villagers have been seriously damaged,also hindered the steady economic development in rural areas.Therefore,the author combines the case own grassroots duty crime investigation departments of procuratorial organs and grassroots discipline inspection organs work experience and collected,in urban and rural village department as the main research object of corruption were studied.This paper mainly uses the methods of literature review.The quantitative analysis method,case study method,combined with the actual method,exploratory research method for system based on the J District of C City in the village official corruption cases and data Analysis,summed up the characteristics of urban and rural village officials corruption,and analyze the causes,and then put forward the corresponding measures.The article includes four parts.The first part introduces the research background and the significance of this paper,the theoretical basis and related concepts,research ideas and methods.General introduction to this article,the main concepts and theories involved in this paper are briefly described,and pave the way for the research on the corruption problem.The second part is the analysis of the combination of urban and rural areas the features of the village official corruption.By combining self in the grassroots discipline work experience and the collected data and case study,from the village of bribery,corruption involving soil,funded management,economic crime aspects of Town township with characteristics of village corruption.The third part analysis the causes of the combination of urban and rural village official corruption is.Economic benefits,provides the material basis for the village corruption;the two is the background of villagers autonomy,village concentrated rights;the three is the lack of external oversight,to mention corruption For space;four is the village official corruption and low cost.The fourth part puts forward the corresponding countermeasures.One is to implement the system of villagers autonomy;the two is to strengthen the external supervision and implementation;three is to increase the cost of corruption;four is the transformation of the villagers' autonomous organization functions.The village is not the true sense of the civil service,but it can manage public affairs through the exercise of public rights,to provide public services.The village official corruption is not only directly harm the interests of the villagers,but also damage the image of the government,the tense relations.Therefore,the author hopes to provide some effective measures for the governance of the village official corruption,help to curb the combination of urban and rural village official corruption department,to further accelerate the pace of building new socialist countryside.
