This paper through the system analysis of Xiangtan city public institution reform and management system’s present situation and the existence question, study the main train of thought of reform and related measures, exploring the construction and development of socialist market economy to adapt the new business unit management system and operation mechanism.This article from the angle of public finance and public service, the institution is divided into administrative law enforcement, public welfare and production business category and three types, different types of institutions implementing different reform train of thought.
