In order to adapt to the economic development, China is deepening the restructuring of state-owned enterprises and state-owned institutions. While the restructuring brought about by the unemployment and reemployment, produced many new contradictions, such as a large number of surplus workers. These personnel placement problem if not handled properly, will bring the negative influence of extremely serious social, undermine social stability, so it is a problem to be solved. Dalian City Drainage Department is facing the same tough questions, this article will discuss the problems in study.This paper first discusses the research institution personnel placement significance, and summarized the domestic and foreign experts research, establish the research direction and methods of their own.After the establishment of the theme, this paper expounds the personnel placement on the basis of the three theories and legal regulations.The causes and then combined institution of the importance and urgency of the problem and the surplus staff, to analyze the present situation of domestic enterprises and institutions, summed up China’s state-owned enterprises and institutions are facing in the restructuring of the resettlement of redundant personnel problem.Overall goals through reviews our country business unit after the restructuring, successful experience in personnel placement on the combination of domestic enterprises, including the resettlement plan type and the specific methods, from six aspects to put forward some relevant policy institutions surplus personnel placement. To better help the restructuring of surplus personnel placement scheme for Dalian city drainage department.Finally, from the post of personnel structure, age structure and educational structure, Dalian Municipal Drainage Department, the actual situation, the principles established ideas and placement of base, the establishment of institutions and clear responsibilities, then presents a detailed, concrete placement. Hope can work for practical operation of Dalian City Drainage Department Reference, the successful restructuring, solve also makes the placement of surplus staff and be happy.
