Research On The Situation And Governance Of Juvenile Drug Abuse

With the international tide of drug abuse being more seen and the emergence of various new drugs,drug situation in China is spreading rampantly.Age of drug-related people become even younger,and minors involve drug-related activities are increasing,and this caused much concern from all sectors of our society.29 drug-related minors in W district of Guangzhou were picked for the study in this paper.Investigation of the administration of the 29 minors was performed by qualitative research method,literature method,participant observation method and in-depth interview method.23 drug-related minors or their family members,together with 30 people engaged in the administration of drug-related minors in W district of Guangzhou,and many valuable first-hand data was collected.It was showed in the research that drug-related minors in W District of Guangzhou were very young and poorly educated.Most of them were jobless.Drug-related problem can be spread to places in adjacent.Drug-related females were on the rise and there was a great deal of new types of drug around.Because coordination and united planning at the regional government was not done well,and the working forces at town-level were not united.Drug control offices at town-level were newly set up and they were unfamiliar with their operation,and it was difficult to push forward their tasks;publicity of drug-related knowledge to key groups was underperformed,and the number of new dopes was increasing;negative influence from bad home environment.Following tasks must be done well to remove the control of drug-related minors in W District of Guangzhou:(1)making full use of the forces favorable to collaborative control of drug-related minors in this district;(2)intensifying the collaboration of the forces for control of drug-related minors;(3)developing collaborative control programs in the region;(4)building up collaborative control grid;(5)taking advantage of the special function of public organization;control of drug-related minor shall be responsible for by the whole society.The necessity and urgency of the task shall be clearly known.All administration and control must be implemented seriously.It is nowhere near enough to control drug-related minors by governmental forces.All social subjects,including social work agencies,hospitals,NGOs,funds and enterprises,should work collectively and with a proper division of labor,so that the control and administration of drug-related minors can be carried out in varied channels.
