Terrorist organizations perpetrate terrorist attacks to realize their anti-human and reactionary aims.Any organizations must have sufficient finances,especially for those who has a particular system internal institution and a long-time target.If not,they will find it hard to expand and realize their political objectives.Therefore,money is the blood of terrorist organizations.Without the financial support,terrorist organizations would like water without a source,and a tree without roots.From the point of view of counter terrorism,countering the terrorist financing is an important measure to fight against terrorists.For anti-terrorism in finance,freezing terrorist assets is an effective way to fight against terrorist and prevent the terrorist attack.Freezing of assets involved in terrorist activities refers to a legal system of freezing.The financial institutions and certain non-financial institutions freeze the assets of the organizations and the persons in the list which is released by the competent authorities.The financial institutions and certain non-financial institutions stop all financial transactions of the organizations and the persons,check their assets,report the implementation and notify the parties.Freezing of assets involved in terrorist activities is different from the property preservation in the civil procedure law and the criminal procedure law,and it?s not accordance with the judgment documents.Its aim is to cut down the terrorist organizations? financial backing and fight against terrorist.The freezing of assets involved in terrorist activities is in its original period,and it still has many shortcomings.This paper?s purpose is to find the solutions through carding the concepts and analyzing the theory.I hope this article can provide some reference for that.
