Since the 21 st century,terrorist attacks carried out by individuals have gradually become one of the forms of terrorist activities.Such individual terrorist activities are generally referred to as lone wolf terrorism.The lone wolf terrorism is characterized by individuality,violence,terror,concealment,randomness and suddenness.In recent years,the lone wolf terrorism has been in a high-frequency situation in the world,and has shown a trend of spreading from the Middle East,South Asia and other regions to the world.The lone wolf terrorism shows the characteristics of simple and diverse means of attack and clear targets.At the same time,it also shows the tendency of localization,simplification of means of attack and gradual generalization of targets.The lone wolf terrorism is not only the result of social factors such as unstable international social order,political instability in some countries,unbalanced economic development and the development of the Internet,but also the result of the fission and adjustment of terrorist organizations and the lag of anti-terrorism mode according to the changing situation of anti-terrorism.For individual reasons,the lone wolf has the susceptibility to extremism,the extremist ideology,the motivation of hatred and revenge,and the extreme "self-realization" mentality.To prevent and control the lone wolf terrorism,we should first eliminate and reduce the social conditions of the lone wolf terrorism from the social policy level,including controlling the infiltration and spread of extreme ideas,developing economy,improving social security system,strengthening propaganda and education,and carrying out mass prevention and mass control.Secondly,we should strengthen international cooperation in combating terrorism,strengthen information collection,sharing and research,give full play to the important role of the network in combating terrorism,improve the system of investigation and intervention of key areas and personnel,strengthen the control of dangerous goods such as guns and explosives,and further improve the mechanism of detection and prevention of lone wolf terrorism.Finally,we should improve the emergency response capacity of the lone wolf terrorist activities,formulate a complete disposal plan,improve the rapid response mechanism to the lone wolf terrorist activities,and promote the restoration of social order after the lone wolf terrorist activities.
