System Research Of Municipality City Legislation Quality Guarantee

On March 15,2015,the newly revised Legislation Law granted power to municipal-level cities of the country to legislate.This means that all municipal-level cities of the country have the right to legislate.This is an important measure to implement the strategy of governing the country according to law and an important way to deepen the urban reform.Besides,it is also an inexhaustible motive force to promote the modernization of the state.In recent years,the state has made greater and greater effort in local legislation year by year.It does achieve initial results,at the same time,some problems and shortcomings are gradually revealed.First and foremost,the quality of the legislation is not optimistic.Therefore,it is imperative to establish and improve the quality guarantee system of the municipal-level city legislature.Improving the quality of the municipal-level city legislature will contribute to solve practical problems encountered by the municipal-level cities.This article begins from the existing problems and then analyses the reasons in detail,specifically including the following aspects: the lack of legislation,improper of the legislative body,lack of experience in legislation and the insufficient of public participation in legislation.The article bases on the current situation of legislation,optimizes the structure of the legislative body,establishes the correct concept of legislation,improves the legislative procedure in the system and mechanism of legislation,establishes the consultation mechanism of the legislation,establishes and improves the legislative guarantee system,through the improvement of specific legislation evaluation standards and democratic evaluation procedures,the scientific allocation of legislative authority,setting up the abstract standard for granting the legislative power of the city,in order to establish the quality standard system of legislation and provide comprehensive protection of the legislative quality.This is the most critical part of legislation.However,throughout the academic research results,the emphasis is the connotation and evaluation standard of local legislation quality,there are still insufficient researches about preventing and improving the quality of legislation from legal and practical perspective.In this case,this article will focus on this part so as to bring both theoretical and practical significance to research results.
