After the administration of the Trump government, Trans -Pacific Partnership Agreement has not had a strong influence as it once was signed,but it is still worthy of analysis because of its high economic and commercial ties with China.So it is still worthy of analysis.As part of the agreement - the Government Procurement Agreement,it bear the functions of promoting the opening of the government in the region through the government procurement market, all the parties to join, open the government procurement market.Due to the disparity between the economic powers of the Contracting States and the absence of common cultural and political links, their provisions have a meaningful reference for the construction of "one side of the road" involving many countries in our country.The purpose of this paper is to analyze the differences that are embodied in the countries and the differences in the degree of openness of countries,and to hope for the provisions that can be used for our country.This paper is divided into six parts.The first part is the introduction of government procurement agreement introduction, summarizes the origin of government procurement and its internationalization process; the second part of the TPP government procurement agreement to study the basic principles of clarification of its basic principles, analysis of its specific provisions in the application and its The third part analyzes the scope of the main body and scope of its procurement, and points out the procurement subject and procurement activities which are subject to the agreement in the contracting country. It is also clear that the government procurement projects assisted by donor countries do not belong to the open portion of government procurement, and donor countries have an absolute dominance in aid activities.
