Study On The Perfection Of Chinese Government Procurement

Government procurement is a very important part of government spending in ourcountry because it has good effects on reducing financial spending, realizingeconomic macro-control and cracking down on the crime of corruption, and so on.Perfect government procurement system can effectively balance the social demandand supply, protect and support the national industry, support scientific andtechnological innovation, promote social economy and public welfare. However，thepresent government procurement system in our country has many problems in boththeoretical research and practical application because it started late. Especially afterwe joined the WTO----global multilateral trading system in2001, economy opensfurther and the internationalization of government procurement has become China’smacro trends of economic development in the future, but our country governmentprocurement system itself also has some inherent defects. In this context，we mustbuild a set of perfect government procurement system that can adapt to both China’ssocialist market economic system and the international practice. It will help to facethe enormous pressure and challenges originating from government procurementmarket open, and promote China’s economic and social development.The main content of this paper is as follows: Firstly, it is the theoreticalresearches of present government procurement system in our country, which focuseson the concept, characteristics, origin, development, current situation and problems ofpresent government procurement system. On the whole, government procurement inour country has obtained certain achievement, which plays an important role on thedevelopment of market economy. But there do still exists some problems. This thesisanalyzes the realistic widespread problems in the current government procurement toput forward some conceptions and resolutions for perfecting the governmentprocurement in our country. Secondly, it investigates the reasons of problems in thepresent government procurement of our country. Reasons of China’s governmentprocurement legal: Legislative level is still low, there are some contradictions between laws and regulations, which bring out difficulty in practical applications. Thelegal system of China’s government procurement has some mismatches or conflicts initself and international procurement rules. Reasons of management: China’sgovernment lacks the recognition of the importance of procurement staffspecialization. It is very casual to select and employ procurement staff, which resultsin the relatively low personnel’s quality. Reasons of institution: Governmentprocurement supervision and remedy mechanism is unreasonable, which is notconducive to protect the lawful rights and interests of the suppliers. Finally, it is therelevant ideas and suggestions of perfecting government procurement system in ourcountry. Based on the government procurement system of our country, existedpractical and related reasons, the author puts forward the specific targeted solutionsand countermeasures, which is divided into three parts. The first one is on about legallevel. It needs to gradually perfect the corresponding laws and regulations to realizethe unity within the government procurement law system and gradually integrate withthe international community. This will adapt to the increasingly open purchasingenvironment and market. Refine and perfect the mode and procedure of procurementin our country government procurement. The second one is about management.Strengthen the construction of government procurement team and training of expertsand professionals to improve the overall qualities of procurement staff. Graduallybuild up purchasing personnel qualification certification system and unifiedexamination standard to encourage the employees take the initiative to strengthenbusiness capability. The third one is about institutional aspect. It needs tocontinuously improve and develop practical and feasible supervision system. Build amore perfect government procurement supervision system and perfect theadministrative relief system of our country’s government procurement. In addition, itwill perfect the current procurement system in our country by studying the disputesettlement mechanism, information technology, procurement and withdrawal systemof Taiwan area of our country.
