Research On The Optimization Of Local Government Functions In The Development Of Township Tourism

Tourism is a very important member in the third industry,the development of tourism can optimize the economic structure,increase fiscal revenue,create employment opportunities,promote the regional economy prosperity and improve the ecological environment in rural areas,it can also greatly promote the urbanization,the new countryside and the beautiful countryside construction,it has irreplaceable industrial advantages.So,all levels of government choose tourism as a regional leading industry and pillar industry.The townships,who are rich in tourism resources,has potential of tourism market,all focus on the development of tourism.Which will not only increase their own interests,but also achieve dislocation development of special industries.As the most basic government organization,the township government plays an important role in the development of rural tourism.However,in this process,there are inevitably some problems,such as the government "Absence" and "offside" phenomenons.Improper government behavior greatly restricts the local development,and may even have serious negative impacts.To promote the rural tourism development smoothly,avoid these problems in tourism development,it is necessary to study on the existing problems in the development of township and village tourism,and the functions and roles the government should undertake systematically and scientifically.This paper take the local government who is developing the township tourism as the object,sort out the domestic and foreign scholars researches on the government functions behaviors and roles in the tourism development.According to researching questions,analyzing problems and solving problem,using of the literature analysis,field survey,case study,system analysis method,this paper analysed the current situation of the government behaviors in developing township tourism.taking A town as an example,according to the government's approach in the tourism development,analysis the lack of A town government's behavior in the development of tourism.Finally,based on the above analysis,puts forward some suggestions to optimize the government behavior of rural tourism development in the new situation: the township government should make scientific development planning,guide all forces to participate in the development,raise funds and projects,innovate marketing methods,improve the relevant laws and regulations,coordinate the interests of all parties,and achieve a win-win situation.
