The Research Of Promote The Prepare And Response Of Nuclear Emergency At Provincial Level

Based on the improvement of provincial nuclear emergency management capabilities,this paper uses survey,empirical research and comparative analysis to analyze the problems existing in L province's nuclear emergency management capabilities,and puts forward countermeasures and suggestions to improve provincial nuclear emergency management capabilities.The results of this study point out the direction of efforts to enhance the capability of nuclear emergency management at provincial level,and contribute to the last safety guarantee for the development and construction of China's nuclear power industry.In this paper,according to the logical thinking of "research background-putting forward problems-analyzing problems-solving problems",the main contents are as follows:Firstly,the provincial nuclear emergency management is facing a severe situation.China's transformation from big to strong requires adjustment of energy structure and vigorous development of nuclear power.Nuclear emergency is the last barrier to ensure nuclear safety,and provincial nuclear emergency is an important link between the preceding and the following.Secondly,the achievements and shortcomings of emergency management,provincial nuclear emergency management and provincial nuclear emergency management are summarized.It briefly summarizes the theories related to nuclear emergency management,including but not limited to crisis management theory,vulnerability theory,crisis public relations theory,etc.Thirdly,taking L Province as an example,this paper analyses the prominent problems existing in its nuclear emergency management ability from the four dimensions of laws and regulations,organization and command,rescue response and public communication.Fourthly,on the basis of absorbing and drawing lessons from domestic and foreign experience,specific measures are put forward to improve provincial nuclear emergency management capabilities from the aspects of improving laws and regulations,enhancing organizational and command capabilities,strengthening the capacity-building of nuclear emergency teams,and strengthening public communication and publicity.
