The Emergency Resource Management Of Flood Disaster In Ordos

Both at home and abroad, comprehensive emergency rescue management practices show that resources play a decisive role. In different rescue organizations, the emergency rescue resources have different ways of management, which have been a big restriction to raise efficiency of resource protection and unified rescue actions. Thus, to meet the demand of emergency, which’s creed is as quick and comprehensive as possible, and to improve rescue effectiveness, a unified management of urban rescue resources, a clear structure of emergency resource and distinct characteristic attributes of resources are needed. In this paper, the author develops a comprehensive emergency platform to make the unified filing and management of resources for emergency rescue to come true.Firstly, according to the Ordos’s situation, the standard rescue process about flood disaster was analyzed, as well as the state of art of the research development. Then, both the overall situation and flood disaster emergency management were analyzed. Secondly, based on analysis of emergency decision-making processes, the overall framework of emergency assistance was built. Emergency rescue process was divided into several stages and the main process of three important stages, contingency reserve, emergency response and emergency recovery, were point out, as well as the main activities and the resources needed. Thirdly, the emergency resources were classified and graded into three layers, four groups and13subclasses. Finally, based on the structural model of aid resources, the template of flood disaster rescue resources was set up.This study aims to improve fundamental aspects of the emergency resources response system. The outcomes of the thesis could provide useful tools for emergency resource reservation, and it will be helpful to improve the security capabilities of emergency rescue.
