Research On The Reforming Of The Official Vehicles In Heilongjiang

The existing Government Public Vehicle-using System(GPVS)was born in the planned economy times,and had made many positive effects.But after thirty years of high-speed development of economy,the problems of GPVS become more and more exceptional.lt have enormously increased the consumption of institution alresourees,and destroyed the Party's and the govemment officials's image among the masses,and as a result it has become a focus of social problems.Therefore,how to reform and Perfect the GPVS has become an important problem which the Party and the government must face to.The earliest reform of official vehicle started in 1994.During this period,there have been some successful or failure mode,accumulated a lot of experience for the comprehensive reform of GPVS from top to bottom.Based on the previous research,this article analysis and studies on the reform of Heilongjiang GPVS,make plans for reforming official vehicles of Heilongjiang,also expcets to provide some good explorations for making further reform plan of GPVS in Heilongjiang.
