The management of government vehicles in China has been based on the supply system of planned economy for a long time. Along with the maturity of the socialism market economy, this traditional model reveals more and more shortcomings:the huge surplus of vehicles, excessive spending, low efficiency, and weak supervision. This model even breeds corruption, which is called "Wheel Corruption" or "Sedan Corruption" by the public. The public is dissatisfied with the current situation. Therefore, it is imperative to reform the current management model. China has been carrying out reforms since1993. The government tried many means to find a practical model corresponding to its real needs. But there has been no breakthrough yet. Worse still, the reforms became out of control due to the flaws existing in the reform plan, the inequality of specific regulations and obstacles from vested interests.This article applies a new public management theory to systematically analyze the current situation of government vehicle management in China. First, this article defines the government vehicle with its nature and it also extends that definition through its management, source of funding, and scope of use. Second, it introduces the current management system of government vehicles in China, summarizes some problems and analyzes these problems from the perspectives of the government system, social factors and historical factors. Third, it introduces some advanced experience from overseas and compares the pros and cons among several current management models, which provides an insight for the reform. Last, according to theory, research and reality, it puts forward some principles and concrete measures.
