Over the years,the frequent occurrence of large-scale earthquake disasters has not only caused serious loss of life and property,hindered the local economic and cultural development,but also challenged the emergency work in our country.Emergency resource scheduling is the basis for the normal development of the post-earthquake emergency management as well as an important embodiment of the national emergency response capability.It provides effective guarantee for saving the lives and property of the people in the disaster areas and reducing earthquake losses.Therefore,the reasonable and rapid completion of post-earthquake emergency resource scheduling matters the most in post-earthquake emergency work.Post-earthquake emergency resource scheduling usually requires the participation of many departments such as administration,fire,health,transportation,disaster points and so on to share their resources.The successful completion of the post-earthquake emergency resource scheduling work not only needs the rapid response and effective management of the administrative department,but also requires the transportation department to properly allocate transportation tasks and quickly complete the resource distribution.Besides,mutual understanding and cooperation between the management departments in the disaster area is indispensable.However,in daily work,due to the lack of cooperation experience for different departments and subjects in many regions,conflicts of interest among the subjects such as the cost of loss sharing are likely to occur,affecting the efficiency of emergency resource scheduling.Therefore,resolving the subjects' conflicts is the guarantee for the efficient and orderly post-earthquake emergency resource scheduling.In view of the subjects' interest conflict in post-earthquake emergency resource scheduling,this paper firstly analyzes the demand of post-earthquake emergency resource scheduling.Combined with a three-tier and two-stage supply mode,it also considers road network damage and dynamic recovery,dynamic adjustment of subject preference,information interaction,non-equal control rights and so on.Based on the above characteristics,a post-earthquake emergency resource scheduling model is constructed.On this basis,the conflicts of the post-earthquake emergency resource scheduling process are described and analyzed,and the conflict definition and representation methods are given.Then the subjects' interest conflict model of the post-earthquake emergency resource scheduling is established.After that,based on the negotiation mechanism,a subjects' conflict resolution framework of the post-earthquake emergency resource scheduling is proposed.The resolution process is divided into two stages as negotiation pre-processing and cyclic negotiation proposal.In the negotiation pre-processing stage,a negotiation dimension reduction method based on the subjects' exit-commission mechanism is proposed,which suggests some subjects to withdraw from the negotiation process and retain their influence on the negotiation process to reduce the complexity of negotiation.In the cycle of negotiation proposal,the negotiation reaction and concession strategy considering the unequal control rights of the subjects is designed.And the negotiation process is completed by attention to both collective rationality and individual rationality.Finally,an example of post-earthquake emergency resource scheduling is posted and solved to verify the application effect of the proposed method based on the consultation mechanism for resolving the subjects' conflicts of interest.In addition,a comparative analysis is made between the designed process and the resolve process of eliminating the influence of unequal control rights,which verifies the scientificity and effectiveness of the proposed model and method.The analysis results show that the established method based on the negotiation mechanism can effectively reduce the degree of conflict and promote the consensus among the subjects,so as to provide theoretical support and decision-making guidance for the resolution of subjects' interest conflict in post-earthquake emergency resource scheduling.
