The Integration Of E-government And Social Media In China Under The Holistic Governance Theory

With the development of society and the innovation of technology, e-government has become the most popular choice for various countries in a new round of government reform. From "paperless office" to "smart government", the connotation of e-government is also constantly enriched in practice. The goal of e-government construction in different countries is similar,to sum up is to improve the efficiency of government administration,reduce management costs, increase public satisfaction, promote the democratic process.E-government construction is not just using information technology to transform the process of government management activities, but providing public service to citizens with a new concept,"people-oriented","public-driven" is its core concept. Social media,as the product of the information age, its emergence and development provides a new way to e-government construction. There are so many kinds of social media and their functions are very different that how to choose and combine them in a scientific to construct e-government system is an important part of e-government integration design.This thesis consists of six parts: introduction, related concept and theoretical explanation, domestic and foreign practice, model design, reform proposal and conclusion.The first part introduces the research background of this paper, summarizes of the research on social media and e-government both of China and abroad,and on this basis,it determines the research content, research ideas, research methods, research significance and possible academic innovation.The second part explains the source of theory and relevant concepts of this thesis.This thesis focuses on the social media and conformity,the former has been a clear definition for a long time, the latter doesn't has a clear definition,for reader's convenience, the author has made a definition by herself. The sources of theory of this thesis are "holistic governance theory" and "e-government theory", they are described in detail in this part.The third part introduces the practice of social media application in the construction of e-government in China and abroad. Among them,foreign practice is mainly used as a reference for the model, and the introduction of domestic practice is mainly to show the shortcomings of our society in this field.The fourth part is the exploration of the specific integration model, it is the essence of this article and it is author's some ideas of conforming social media with e-government.The fifth part is the rectification proposal. In this part, author will give some advices which are learned from foreign countries' practice to solve the problem that exist in the current application of social media in construction of e-government in domestic government.The sixth part is the conclusion.In this part, the author will make a summary of the whole thesis and then rethink the shortcomings of this research, finally the author will make some expectation of the construction of e-government in future.The innovation of this thesis is to change the current situation that existing research is from the micro perspective, research view of this thesis is extended to the macro perspective.
