Evaluation Of The Effects Of Minimum Living Subsistence For Urban Residents

In order to guarantee the living standard of urban low-income people , and to help urban poor groups to get rid of poverty as soon as possible, China has created the Minimum Living Subsistence for Urban Residents. The Minimum Living Subsistence for Urban Residents is a public policy on counter-poverty, the system has achieved many different policy effect,and help our government to complete anti-poverty goals.With the development of economy and society,there have been some problems instead of the expected effect in the process of system's operation,such as "keep lazy","cheat",etc.which creates the waste of the rescue resources, seriously affects the system's efficiency and social equity. Therefore, it is of great significance to analyze and evaluate the Minimum Living Subsistence for Urban Residents.This thesis uses the method of theoretical analysis and empirical analysis to examine the effect of the implementation of Minimum Living Subsistence for Urban Residents,and draw some policy recommendations based on the analysis results. Based on the theory of positive welfare and policy evaluation, this paper introduces the background of the establishment of the Minimum Living Subsistence for Urban Residents,sorts out the history of the evolution of the system, and the use of Neil Gilbert and Paul Terrell's social welfare analysis framework, in four aspects (object, content, fund raising and service delivery) to analyze the system. Based on the data of CFPS of 2014, the author uses the accompanying effect model in the effect evaluation model proposed by the German scholar Wei Tang to predict the main efifect of the system-poverty reduction and unintended effect-welfare.Based on the assessment results, it draws the conclusion of this article: Minimum Living Subsistence for Urban Residents has the effect of improving the poverty status of the target,and the effect of poverty reduction is different depending on the degree of poverty of the security object;Social services and infrastructure has the effect of improving the poverty status of the target too;The current Minimum Living Subsistence for Urban Residents has a negative impact on the employment situation of the recipients,and there is a welfare dependency effect;The improvement of human capital (education level) can not only improve the situation of poverty and has a positive impact on the employment situation of recipients.Finally,according to the above conclusion,this paper puts forward the corresponding policy recommendations for the government to improve the Minimum Living Subsistence for Urban Residents. The first is the transition of assistance system's concept,change from "guarantee survival" to "guarantee basic living" ; secondly, improve the design of the system, to encourage recipients to improve own poverty status by employment, to resolve ability poverty; thirdly,to carry out the relevant supporting policies, increase the investment in human capital, coordinated development of public services and subsistence allowances system; finally, strengthen the government's responsibility, increase government supervision,perfecting assistance management system.
