Research On The Implementation Of College Students' Entrepreneurial Policy

In the report on the work of the government in 2015,for the first time,"mass entrepreneurship,mass innovation" was included,and then was included in the national "13th Five-Year Plan".General Secretary Xi Jinping also pointed out in the report of the Nineteenth National Congress of the Communist Party of China that we should actively guide and encourage college graduates to innovate and start their own businesses.College students are regarded as talents for the future development and construction of the country,and their entrepreneurship is attracting unprecedented attention.In practice,although each unit can achieve the goal of government work every year,but the effect of policy implementation is very little.The result of the policy is still unsatisfactory.Through the on-the-spot study of the implementation process of the University Students' entrepreneurship policy in Kunming,this paper provides ideas for the government to solve the problem of implementation,and then improves the implementation efficiency of the University Students' entrepreneurship policy.Based on the theory of public policy and policy influence,and on the basis of the existing policies in China,this paper conducts field research on the executive departments of the entrepreneurship policy of Kunming university students and the students in Kunming University by using the methods of literature study,questionnaire survey and interview in order to master the executive departments of the policy.This paper aims to find out the current situation and existing problems of College Students' entrepreneurship policy from the two perspectives of college students and executives,so as to improve the executives of the college students' entrepreneurship policy in Kunming.Make a contribution.This article is divided into five chapters to carry out the implementation of Kunming university students' entrepreneurship policy.The first chapter explains the relevant theoretical foundation of the implementation of public policy in this paper.This chapter is the starting point of the whole thesis,which defines many theories needed in the following text,and provides theoretical basis and guidance for the subsequent research work;the second chapter analyzes the status quo of the main departments,audience groups and social environment in the implementation of the University Students' entrepreneurship policy in Kunming on the basis of the policies promulgated in China;the third chapter refers to According to the results of questionnaire survey and interviews,this paper analyzes the achievements and problems in the implementation of University Students' entrepreneurship policy in Kunming,and analyzes the reasons for its formation;the fourth chapter introduces the excellent experience of other areas of China in the implementation of University Students' entrepreneurship policy,and draws lessons from it;the fifth chapter respectively from the formulation of entrepreneurship policy;The implementation and policy evaluation put forward corresponding improvement measures,and strive to make the policy of College Students' entrepreneurship in Kunming better serve for college students' entrepreneurs.
