Research On The County-to-City Of Zhejiang Based On The New Urbanization Background

The Third Plenary Session of the 18th CPC Central Committee clearly put forward the principle of "perfecting the city standard and strictly approving the procedure", marks the frozen since 1997 years of withdraw County-to-City began to loose. The new urbanization plan promulgated by the country in 2014 also made it clear that the county with the adjustment of administrative divisions can be changed to the city, the conditional county and the key town develop into small and medium-sized cities, to a certain booster role. The paper takes this as the background, carried out the study of the County-to-City. At present, the County-to-City lack of systematic work program. The current 1993 urban standard is difficult to adapt to the current situation. Based on this, it is of great significance to study the comprehensive evaluation of the conditions of County-to-City, and it considers the size of the cities in the region. By sorting the counties in the province to withdraw the county set up the strategic plan in the priority level, to protect the county to set up a reasonable work, orderly advance.On the basis of summarizing the research of scholars from all walks of life,this paper first elaborates and combs the basic theory and practice of setting up the city under the background of the new urbanization, and thinks that the withdrawal of the county has conformed to the development requirements of the new urbanization. Of the city standard and implementation of the program there are problems. Then, with reference to the requirements of the new urbanization, this paper constructs a simple and easy evaluation system for the evaluation of the condition of the city. Finally, based on the case study of Zhejiang Province, the 34 counties under the jurisdiction of the city were evaluated synthetically, and the scheme of Zhejiang Province was set up on the basis of the evaluation results.
