The Study On The Transition And System Innovation Of City-Governing-County System In China

In one word, City-Governing-County system means the city governs many counties, at the same time, to core the economincally developed cities to promote the mutual developent of rural areas and the urban areas. This system involves two levels of content: one is on the eyes of level management, city is the middle-level government between province and county, which the city governs the county as a higher authority government. Secondly, on the eyes of function, this system means that the economincally developed cities lead the development of comparably less developed counties. This system starts at the age of planned economy and had displayed important efficiency.With the transformation of social systems, this system has lost the efficiency gradually. People hope to reform this system, and provide views in different prospectives.This paper studies City-Governing-County system from the angle of the two implications of this system.From the angle of management level, City-Governing-County system is the objective needs of government level management. But now, seeing from the current situation, this system has too many problems, such as unclear functions, increasing intension of competition between cities and counties, administrative inefficiency, contradictory to some principles and so on. With the development of economic, transport and communications, and learning the international experience, it is important to increase the management range of the province. Therefore, the current system has little merits, then we should cancell City-Governing-County system as a breakthough to establish the Province-Governing-County reform.From the angle of function, the relation between city and county should be coordinated developing. The formulation of maket economy leads to the dispearance of system environment where mutual prosperity between cities and counties could be achieved through administrative means. Whereas currently the active radioactive from the cities is limited and has little promotion fuction. For the sake of building up new relation between city and county, we should set up urban and rural co-administration system between different administrative areas on the basis of equality .There are six chapters in this paper, besides the preface.The author begins at studying the influnce brought by the transmation in the historic relations of county system and city system. The task of the county is governing the rural areas in the boundary of the county. People establish local administrative city systems in order to provide special administration of the city, which is different from the county. City has transferied from a special local administration system which was established in city into a system of general local administration system. At the some time, the relation between city and county has changed. Originally, the city is governed by county, but now, city has the same equal status with county, and even city can govern the county. Now the attribute of City-Governing-County system has also changed, with the transformation of relations between cites and counties which has become a general local administration system, and the city system has some specific characteristic that is different from western countries.In the second chapter, the paper introduces the development of the City-Governing-County system.. Currently the the area-level-disrtict developed from the administrative supervisory commissioner system and regional administrative office system. The City-Governing-County system went through different developing stages.In the third chapter, the paper studies the system background and the impetus of the starting of the City-Governing-County system. In the late 1980s, in order to satisfy the objective needs of government management, we set up a level government level between province and county. With the development of urbanization, it is necessary to combine the city and the rural economic development process togerther. In the age of planned economy, administrative method is the main ways, so that City-Governing-County system became the inevitable choice, because the system can regulate the resource distribution between city and rural by administrative method.In the fourth chapter, the paper discusses the conflicts and dilemma of the City-Governing-County system. With the development of the system background, this system has brought many problems, such as unclear function, administrative inefficiency and so on.In the fifth chapter, the author studies the reform access of the City-Governing-County system. The author thinks the prerequisite of reform is transforming the functions of government, the basic outlet is revoking the City-Goveming-County system and putting Province-Governing-County system into practice, the inevitable trend is setting up urban and rural co-administration system between different administrative areas.In the sixth chapter, the paper theoreticaly analyses the characteristic of the management level evolution and the better system of the recent local government management level. In order to govern the local government better, the management of local government should develop from urban and rural segmentation to urban and rural co-administration, with the aspect of regional administration, develop from division administration to regional economies integration, from centralization system to decentralization system with the aspect of political power structure.
