Research On The Problems And Countermeasures Of Telecommunication Network Fraud

Since the 21st century, with the rapid development of information network technology,people have been enjoying higher-standard information technology services.However, the escalation of the Internet and communication technology has also brought various forms of crimes; all kinds of fraud cases begin to endanger the social stability through high-tech means. Meanwhile, due to the lag of the relevant governance policies,it brings about a series of related social problems not completely solved. Under this background, the frequent occurrences of new type network telecom fraud crimes are getting rampant ,as a consequence, the masses of public suffer huge economic losses and psychological injury,what is worse,it can even leads to the bad social influence,causing unstable environment. For the above reasons, generally based on the relevant statistical data and research of telecom network fraud at home and abroad,this paper involves from the present situation and characteristics of China's telecommunications network fraud to the domestic fraud cases in recent years, specifically the well-known "Xu Yuyu cheated case". Facing the root of the enormous crimes, it puts forward corresponding management strategy, aimed at working out theoretical exploration and intellectual support of China's telecom network fraud,converting disorderly and ineffective governance into orderly and effective governance.This paper is divided into six parts: The first part illuminates the reasons for the study of telecom network fraud and the value of it, along with great achievements made by the domestic and international scholars; the second part is mainly on the comprehensive explanations of the relevant concepts and theories; the third part mainly describes the current situation of China telecom network fraud at a macro level,based on the relative data, and summarizes the damage of telecom network fraud on the analysis of the specific "Xu Yuyu cheated case" at a micro level; the fourth part is an overall analysis of the underlying reasons for the higher incidences of present telecom network fraud; the fifth part brings forward a comprehensive management strategy against the root; the sixth part systematically summarizes the shortcomings of the Chinese management against the telecom network fraud and looks forward to the bright future of it.On the basis of public governance and cost-income theory,this paper analyzes the reasons for the difficulties of dealing with telecom network fraud, along with the feasibility of all levels of departments cooperate with each other to fight crimes, such as the police, the bank, the telecom industries and the public, aimed at providing certain theoretical significance and practical value for the optimization measures against telecommunications fraud.
