Scrap collector,a special social group,which came into being in the process of historical development and influenced on it,gradually becomes an indispensable force for social development.They have made great contribution to the recovery and recycling of environmental protection and resource utilization as a social "scavenger",but also cause many social problems because of social supervision and regulation blank.However,due to the special nature of the occupation,the group has not been widely concerned and valued,and has gradually become the "marginal group".This study taking the scrap collectors of Chibi as the research object,uses the relational network and the action rules content of social capital to analyse the scrap collectors’ logic of survival on the basis of empirical study.Deepening the understanding of scrap collectors’ survival mode and behavior can enrich relevant departments’ cognization,so as to help them explore the effective supervision,norms and guide mechanism,which are helpful to scrap collectors for gains but also to society.It is found that on the one hand,the operation of the collector’s relational network has an important impact on the sustainability of the transaction.In the transaction,scrap collectors continuously construct and maintain the trust relationship between others by norms of reciprocity,and use their unique skills,as well as adhere to standardized transactions,to get their survival information and waste source channels.Moreover,kinship,genetic,geographical and industry relations,are highly integrated in the environment,providing a strong support for scrap collectors’ survival and development;On the other hand,for improving life,the scrap collectors will flexibly use various hidden rules of action,to adjust the relationship with other action bodies outside of transaction in different social environment.The rules used to maintain survival of scrap collectors have a large limitation,which mainly reflects the lack of moral standards and industry norms.In order to promote the stable development of the scrap collection industry,multi sectoral cooperation should be emphasised.And excepting supervision,more guidance and support to help enhance scrap collectors’ professional quality and regulate thier collection behavior should be supplied.
