The Research On The Cooperation Problem Between Non-profit Organizations And The Government In The Process Of Urbanization

As the improvement of China’s market economic system, our urbanization has been improvedsignificantly in recent years; our country is also advocating promoting urbanization actively and steadily.According to the “New Urbanization Report of China in2012”, Until December2011, our nationalurbanization rate will top50%for the first time. Urbanization brings impetus to our economic developmentadversely, at the same time, it has also showed some negative effects which hinder the city from furtherdevelopment. Some serious problems have been showed along with the development of urbanization, theexpanding scale of the city, the rapid increase of urban population. At the same time, the civil society beganto move to maturity slowly after several years’ growth and development in our country. The non-profitorganization develops rapidly based on this, and the function, role and social influence of the non-profitorganization all have been significantly improved in recent years. The government and the non-profitorganization have a good basis for cooperation on the aspect of curing the urban disease which brought byurbanization,. The establishment of cooperation mechanism of government and non-profit organizationscan not only improve the social legitimacy of the government, but also make for improving the capacity ofpublic administration, make for the transformation of government administrative functions, but alsocontribute to the construction of a service-oriented government. In addition, the exploration of this modecan promote the development of civil society in China, and optimize the environment for the growth of thenon-profit organization, provide a good condition for the development of non-profit organization, make thesocial structure of our country more scientization and rationalization. Resolving the social problems causedby the process of urbanization is also the demand of promoting the implementation of the strategy of urbansustainable development.In this paper, the author gives an example of Zhengzhou City, the capital of Henan province, in orderto inspire similar capital cities. This paper discusses the construction of the non-profit organizations andgovernment cooperation mechanism under the background of urbanization. Due to the large population andcentral location of the city, as well as the needs of the Central Plains Economic Zone, in recent years, theurbanization of Zhengzhou City continues to accelerate. It develops the ZhengDong New District, AirportZone and so on. Accelerating process of urbanization also brings considerable pressure to Zhengzhou City,meanwhile there appears many urban problems. Therefore, the government needs to expand cooperationwith good mass based of non-profit organizations.The paper is divided into five parts. The first part is the introduction, mainly talks about thedevelopment of urbanization and non-profit organizations in the background of our country, as well as themethods of studying. The second part is about the deep definition and development situation of thenon-profit organizations. And the author further analyses the role of non-profit organizations along with itsnecessity in participating in the development of Zhengzhou City. The third part is the existing problems inZhengzhou municipal government and non-profit organizations. On the one hand, the non-profitorganizations are imperfect, such as, not well-established, lack of independence, structural imbalance, supply chaos, lack of resources; the management is not standardized, easy to fall into a crisis of legitimacyproblem. On the other hand, the attitude of the government to non-profit organization is uncertain, thegovernment has great distrust in nonprofit organizations and it doesn’t to delegate powers to lower levels.The fourth part illustrates the basis of the cooperation between the government and the non-profitorganization. The key to the basis of cooperation between the two lies in trust and in seek for commongoals. At the same time, it looks ahead of the effectiveness of some aspects of the cooperation of the two.The fifth part mainly elaborates views and solutions on building the cooperation mechanisms ofgovernment and nonprofit organizations under the background of urbanization, including the reconstructionof the relationship between government and non-profit organizations, and how non-profit organizationsincrease their own ability with government’s support, and seek for a virtuous circle of cooperation mode.
