The Party Organization Of China's State-owned Companies,governance Environment And Enterprise Executive's Corruption

Since the opening of the 18 th National Congress of the Communist Party of China,our party and country continue to strengthen efforts to fight corruption,more and more corruption cases are disclosed,the phenomenon of executive's corruption is getting more and more attention.The corruption of executives will damage the interests of enterprises and investors,and hinder the development of enterprise,especially with the frequent occurrence of executive's corruption in state-owned enterprises,the protection and the increment of state-owned assets are challenged.Therefore,how to restrain executive's corruption effectively has a significant impact on the healthy development of enterprise and making full use of social resources.At present,our country is in the economic transition period,the modern enterprise system of state-owned enterprises is established and improved gradually in the process of deepening reform,the status of party organization in the corporate governance is consolidated and strengthened constantly.As an important part of the internal governance structure of state-owned enterprises,the party plays an important role in relieving the contradictions of insider controls and reducing the agency costs.there is currently a little theoretical analyze and research about the relationship of the party organizations in state-owned enterprises and the corruption of executives.Based on these considerations,we combine theory analysis and empirical tests in our study,and discuss the party organizations in state-owned enterprises to participate in corporate governance have the impact on executive's corruption.Secondly,this paper reveals that the party organizations in state-owned enterprises participate in corporate governance in different path,and how to impact executive's corruption.Finally,the article discuss the effect of environmental governance factors in detail,In different governance environment,we explore the significant changes about the relationship between the party organizations in state-owned enterprises and executive's corruption by controlling the enterprise control level and degree of regional marketization.This article research the frequent occurrence of the executive's corruption in state-owned enterprises from the perspective of corporate governance mechanism,and we discuss the relationship between the party organizations in state-owned enterprise and executive's corruption based on the annual reports of executive's corruption in the media from 2009 to 2014.The study found that: 1)The party organizations in state-owned enterprise has significant inhibitory effect on corporate executive's corruption,and the party organizations in state-owned enterprises participate in corporate governance by the board of directors has more significant inhibitory effect on executive's corruption compared with other governance path.2)In the state-owned enterprises with different levels of government control,there will be different impacts between the enterprise party organizations in state-owned enterprises and executive's corruption.Compared with local state-owned enterprises,the party organizations in the central state-owned enterprise have more inhibitory effect on executive's corruption.3)The effect that the party organization of state-owned enterprises governance in inhibition of corporate executive's corruption will be affected by the degree of regional marketization factors.The party organizations in state-owned enterprises in the low degree of marketization have more inhibitory effect on executive's corruption compared with the state-owned enterprises in high degree of marketization.
