Over the30years of reform and opening up,it is no doubt that people focus on thebrilliant achievements. At the same time, a great clamour has arisen around thenegative news of social. all kinds of elder brother, elder sister, grandfather haveemerged, which associated with corruption tightly. The officials fall, the deeds of thestate-owned enterprisers come to light, the charming aura in the minds of the peoplefall instantly, these things cause huge damages to the society and at the same timeforfeit their own life. On July12,2009, the Central Committee of the CommunistParty of China, general office of the State Council issued “a number of provisions onhonest business to state-owned enterprise leaders”, the implement of the law, it willplay a part in construction of party, anti-corruption work and reform of state-ownedenterprises. Socialist modernization entered a new period, the rules have been unableto meet the requirements of new situation, the corruption of the state-ownedenterprisers remains rampant, they rob the property of the party and the peoplerelentlessly.Marxist philosophy emphasized: internal cause plays a decisive role in thedevelopment of affairs, it is very necessary to strengthen the training of thestate-owned enterprises in moral quality, build the structure of psychologicalmechanism and change their ideas. In January2005January the Central Committee ofthe Communist Party of China issued the "Enforcement outline of establishing andimproving the corruption punishment and prevention system which attach equalimportance to education, institution and supervision", proposed to the strategy ofpunishing and preventing corruption.“Fire” is better than “fire”, corruption will bestrangled in the cradle. At the same time, the external factor is the conditions fordevelopment. It may promote or delay success to the affairs. Nothing can beaccomplished without norms or standards. The manager of state-owned enterprises isan official also a entrepreneur. On one hand, as an entrepreneur he can avoid the strictsupervision of administrative discipline to a large extent. On the other hand, as aofficial he can use the protective umbrella from the governments to be free in themarket constraint. Objectively it leads to a circumstance where is full of weaksupervision and someone can arrogate all powers to themselves. In the new period, ifyou want to do well in the defense work, the most important is to establish the long-term mechanism of anti-corruption education, improve power monitoringmechanism and intensify punishment.Based on the related concepts, I start from the shocking cases of corruption, usingthe knowledge of psychology, thought, economics and other contents to analyze kindsof reasons for managers corruption. I firmly believed that internal cause is thedecisive factor to the development of things. In this article I propose a concept that isgiving consideration to both prevention and punishment, and elaborates theanti-corruption work: strengthen ideological education, mental control and systemconstruction. Preventing corruption is a long-term and arduous task. In order toprevent corruptions from the source, one must firstly understand motivation of thecorruption, and sum up general regularity of corruption. At the same time, humanityhas spontaneous and instinct in pursuit of the economic interests. As the saying goes“people die for money, birds die for food”, so, it is particularly important tostrengthen the supervision and control of power and improve the cost of i corruption.
