Research Of Collaborative Governance On Executives Of State -Owned Enterprises Decision Corruption

As a concrete form of the authority of the executives of state-owned enterprises,this paper draws on the research results of experts and scholars on the concept of "decision-making corruption",summarizes the meaning of "decision-making corruption" from the provisions of party discipline and the actual cases such as "Lai Xiaomin",and concludes that "decision-making corruption" refers to the decision-making process,especially the senior executives of state-owned enterprises in the "decision-making process".Under the triple-one "-a-year"-a-year-old system,the non-public operation of decision-making on matters requiring public power seeks improper benefits for oneself or stakeholders.Decision-making corruption is a kind of "abuse of power" and has the characteristics of covert modus operandi,long time span,"nest case" and lack of whole chain supervision.This paper mainly adopts literature analysis,case analysis and other research methods,compared with the past research focused on institutional anti-corruption,moral culture education or anti-corruption institutions,such as the function of perfect,because the decision-making of state-owned enterprises,especially major decision-making as a process,supervision should also run through the decision-making,so this paper uses the theory of collaborative governance,It is a useful attempt to construct the modern independent government decision-making supervision system by focusing the research object on the collaborative construction of multi-supervisory subject,that is,how to realize the coordination of the supervision subject,unify the supervision and governance,and form the joint force of coordinated supervision.First of all,by analyzing the cases of Lai Xiaomin and Chen Yugui,this paper summarizes the characteristics of "decision-making corruption" from their corruption cases,and leads to the importance and necessity of governance decision-making corruption;This includes the basic situation of the main body of decision-making supervision,the division of powers and responsibilities of the supervisory subject,and the mode of supervision and coordination of decision-making,among which the problems of the mechanism of coordination prevention of the corruption of the decision-making of the executives of state-owned enterprises are summarized.Finally,combined with the theory of collaborative governance,combined with the problems of the coordination of the supervisory subject,from the function orientation of the supervisory subject,the construction of information platform coordination mode,improve the system guarantee,etc.,put forward the idea of constructing multi-supervisory subject coordination,which is intended to form a set of "combination fist" of the supervision elements in the prevention of decision-making corruption,and improve the decision-making integrity factor of state-owned enterprises.
