Research On Optimization Of The "Sanshe Linkage" Mechanism From The Perspective Of Multi-center Governance

In 2013,the Third Plenary Session of the 18 th Central Committee which put forward to a new deployment about innovative social governance system what requires to improve social governance manner and enhance social development vitality.In currently,the creating of "Sanshe linkage" mechanism in community is a major initiatives of Chinese social governance what fits in with the innovative social governance requirements that proposed in the Third Plenary Session of the 18 th Central Committee.The operating of "Sanshe linkage" mechanism regards to the community as a platform,social organizations and social institutions as carriers,they participate in community governance together as the main parts for community governance,to building a new harmonious society pattern.In recent years,through the continuous exploration of academic and practical circles,the "Sanshe linkage" mechanism has been carried out in the communities of some provinces and cities,including Beijing,Shanghai,Guangzhou,Jiangsu province and other regions,and finally expecting to create a certain practical value to community governance.This paper in the multi-center governance perspective,to explore the main problems of "Sanshe linkage" mechanism,the main problems are: the cooperative mechanism between the cooperating subjects is not running smoothly;the resource protection mechanism of the community governance does not connect with the residents' needs;the trust mechanism between the interlinked subjects is not perfect;the lack of relevant laws and regulations governance mechanism.Based on the "Sanshe linkage" mechanism of multi-center governance of the real demands,the author will grasp the integrity of the mechanism and put forward suggestions.Finally,with a view to solving the problems and achieving optimization of mechanism,the specific suggestions are as follows:Establishing the combining supporting mechanism of "government,enterprise,school,media and society";setting up the coordinating mechanism of linkage subjects cooperation;innovating the information exchanging and sharing mechanism of network as the medium;perfecting the resource guarantee mechanism in the linkage system;perfect the legal governance mechanism to ensure the status of vulnerable subjects.The specific measures are not only the path of choice of "Sanshe linkage" mechanism to optimize,but also enhancing the level of community governance,innovates new pattern of social governance.
