A Case Study Of Community Governance In Wuhou District Based On "Three Societies Linkage"

Since 2000,the Ministry of Civil Affairs issued "on the promotion of urban Community building in the country," the community management and construction in China has entered a new development period,the scale of the community-bearing social management and social services has become increasingly expanded.The 12 th Five(2011-2015)plan for national Economic and Social Development,released in 2011,put forward the social management pattern of "party committee leadership,government responsibility,social synergy and public participation”,and to innovate social administration system,strengthen urban and rural community autonomy and service function,strengthen the construction of social organizations and other new deployment;In 2013,the Ministry of Civil Affairs and the Ministry of Finance jointly issued " on speeding up the promotion of community social work services," proposed to establish a sound community,social organization and social work professionals linkage service mechanism,“to establish and improve community governance and service mechanism which comprises the joint development of the community,social organization and society workers;to explore and establish the new community service management mechanism in which community as platform,social organization as carrier and supported by social work professionals;the party's 18 session of the Plenary " decision "clearly put forward:" Innovate social governance,Improve the way of social governance,adhere to system governance,strengthen the leadership of the party committee,exert the leading role of government,encourage and support the participation of all aspects of society,and realize the benign interaction between government governance,social self-regulation and residents autonomy."In the process of social management transforming to social governance,the community internal self-government,civil organizations,community residents become the main participants of community affairs governance;The fifth Plenary Session of the 18 th Central Committee proposed:" Strengthen and innovate social governance;build a safe China;perfect the social governance mechanism which is composed of party committee leadership,government-led,social synergy,public participation,law-ensured;promote the refinement of social governance;build a shared social governance pattern.And strengthen the function of community service and realize the benign interaction betweengovernment governance,social regulation and residents ' autonomy.At the same time,General Secretary Xi Jinping also pointed out: "The focus of social governance must fall to urban and rural communities,service and the foundation of social governance can be real only if management capacity is strong."In summary,how to change the government-led community management mode,promote the reform and innovation of Community governance mechanism,to meet the needs of community governance under the background of the new era,has become an important issue faced by governments at all levels.Starting from 2013,Wuhou District,based on the exploration of the mode of "one separation and two deepening",Deepening the reform and innovation of Community governance mechanism has been launched comprehensively.Based on the core of "grid stereoscopic,subject pluralism and service socialization”,this system explores and realizes the " stereoscopic " of the Community governance structure through the establishment of multi-level small unit governance organization,and gives full play to the cooperation and participation of multiple subjects in community governance,and realizes the Community governance subject" Pluralism”,promoting social organizations and other social subjects to undertake community public services and social management in a competitive manner,to carry out personalized,diversified and specialized services for the residents,realize the "socialization" of community service,take the community as the platform,take the social organization as the support,take the professional social worker service as the promotion,and actively promote the three-social-linkage's participation in The construction of socialized participation mechanism,strengthen the effective interaction,communication and cooperation among the three societies through the way of community construction,social organization cultivation and participation,thereby form a good situation of sharing resources,promote each other and make progress together,thus constructing a new dynamic social management pattern of grass-roots society,promoting the joint development of the community,social organization and society workers,stimulating the social vigor and deepening the innovation of community governance.This reform won "2014 China's top Ten Social Governance Innovation" award by Qiu shi and the Ministry of Civil Affairs "2014 China Community Governance Ten innovative results."This paper studies the reform of Community governance mechanism of "three-social linkage" in Wuhou District,analyzes the background,main practice,successful experience and typical significance of the new mechanism of community governance of "three-social linkage" in Wuhou District,and explores its existing problems and deficiencies,therefore provides some experience for the reform and innovation of community governance in Sichuan and other regions of China.
