The Dilemma And Proposal Of Community Governance In " Linkage Of Community,social Organizations And Social Work "

At present,China is in the critical period of social transformation and the prominent period of social contradictions.In the face of a series of contradictions and intricate social problems brought about by the rapid social transformation,it is urgent to actively explore the path and approach of social governance innovation.In the case of limited community service capacity,it has gradually become the innovation trend of community-level social governance to explore the linkage of community,social organizations and social work model with community as the service platform,social organizations as the service carrier and professional social work as the service.It should be said that the "linkage of community,social organizations and social work" effectively integrates the multiple forces of grassroots social governance and to some extent makes up for the shortage of grassroots social governance forces,but it also faces obvious constraints and restrictions in the development.How to make up for the shortcomings in the exploration process of " linkage of community,social organizations and social work ",establish a smooth and efficient "linkage" mechanism,and realize the sustainable development of " linkage of community,social organizations and social work",which implies the exact meaning of community governance innovation in the new era.In this paper,apart from systematical organization of the existing professional literature and policy documents,with further understanding and research of the current status of the "linkage of community,social organizations and social work" in grassroots social governance,it is found that the study of the theory of "linkage of community,social organizations and social work" obviously lags behind the vivid social practice,and to some extent,it affects the community governance in wider and deeper levels of innovation and development.In view of this,based on the status of two typical samples of "linkage of community,social organizations and social work" community governance practice at the H city F street and H street,this study uses the yuan and collaborative governance theory,with research by field visits,and it makes a detailed field study of the two typical samples in the specific practice,differences and development dilemma,successful experience,etc.According to the survey,the two samples have differences in four aspects: the organizational structure of community governance,the supporting mechanism of "linkage of community,socialorganizations and social work",the emphasis of service content and the role of social workers.The positive experience of "linkage of community,social organizations and social work" in community governance mainly includes three aspects: top-level design guidance and grassroots practice deepening,project operation focusing on community needs and community issues,guidance of social workers and organic integration of professional guarantee.The development dilemma is mainly reflected in the insufficient capacity of community and social organizations to coordinate governance,the "three groups' linkage"mechanism is not smooth,and the "linkage of community,social organizations and social work" safeguard measures are not comprehensive,and so on.In view of this,the author discusses these issues targeting at the aspects of "linkage of community,social organizations and social work" autonomy and collaboration,mechanism optimization of the linkage",the improvement of professional ability in social work,the strengthening of safeguard measures,etc.On the basis of the positive experience,the author puts forward suggestions and optimization strategies for the further development of the linkage,which mainly include:enhancing the level of the party at the grass-roots level and strengthening the function of community autonomy,realizing the consultation work efficiency;establishing a multi-subject cooperation mechanism,establishing a social organization cultivation and participation mechanism,improving the "linkage of community,social organizations and social work"project operation mechanism,establishing and improve the community service integration mechanism;strengthening the cultivation,use,evaluation,and encouragement of social work professionals;enhancing the building of a policy system,a theoretical system,a practical system,and a resource and environmental system.Through the exploration of practice and theory,the author hopes to transform the model of the linkage of community,social organizations and social work from local experience into a community governance model that can be copied and promoted,so as to improve the level of specialization,refinement and modernization of community governance innovation.
